Why did the cut off change from 11 hours to 10:30 as originally posted when we registered?

The cutoff has always been 10-1/2 hours and was definitely set before we opened registration. We had tried to make it 11 hours and had discussed that on the forum. But we had to settle on 10-1/2 hours prior to opening registration. My contract with the State Park, which was signed before we opened registration, says 10-1/2 hours.
